Florida Medicaid & ABA: Understanding Your Options.
An update for families facing delays, staffing changes, or interruptions in therapy. Reviewed October 27, 2026.
What Is Happening With Access?
Florida moved behavior analysis reimbursement for managed-care members to their Medicaid health plans on February 1, 2025. AHCA continues to describe Medicaid coverage for medically necessary behavior analysis for eligible recipients under age 21. A delivery-system change does not mean the ABA benefit has ended. Delays And Inconsistent Service Delivery
In May 2026, NBC 6 reported families’ and providers’ accounts of longer waits, fewer available providers, and interruptions or reductions in therapy. These are reported experiences, not a finding that every Medicaid plan or provider delivers inconsistent care. AHCA told the outlet that it monitors networks and expects plans to maintain access and continuity of care. Read the NBC 6 report.
Staffing Shortages And Turnover
A Florida qualitative study documented hiring and retention concerns and explored working conditions, compensation, and burnout through interviews with 11 registered behavior technicians. It helps explain staffing pressures, but does not establish a statewide shortage count or prove that Medicaid caused those pressures. Staffing changes can complicate scheduling and continuity. Read the research.
How Many ABA Agencies Have Closed?
We have not verified a reliable statewide total of Florida ABA agency closures. Business closure, Medicaid enrollment termination, and removal from an insurance network are different events. We are not publishing a closure count without a dated source that identifies what was counted.
Our Recommendation: Compare Coverage Before Making A Change
If your child is struggling to access care, we recommend reviewing all available coverage options with a licensed insurance professional or a certified Marketplace assister. A Marketplace plan may be an option for some families, but switching does not guarantee faster staffing, approval, or uninterrupted ABA services.
Do not cancel Medicaid based on a provider-access problem alone. HealthCare.gov explains that Medicaid that counts as qualifying health coverage affects eligibility for Marketplace premium tax credits. Have an assister confirm your child’s eligibility and enrollment options before changing coverage. Review Medicaid and Marketplace savings rules.
Before Selecting A Marketplace Plan
- Confirm enrollment eligibility, any available financial assistance, and the effective date.
- Ask the insurer to confirm ABA coverage for your child’s needs, including any exclusions, limits, referrals, and prior authorization.
- Confirm that your chosen ABA provider participates in the exact plan and network—not just with the insurance company.
- Compare premiums, deductibles, copayments, coinsurance, and out-of-pocket limits.
- Confirm staffing availability and a transition plan before ending existing coverage.
If your child loses Medicaid eligibility, Marketplace enrollment may be available through a Special Enrollment Period. The Marketplace determines eligibility; losing access to a particular therapist is not the same as losing insurance eligibility. Read enrollment guidance.
Steps You Can Take While Keeping Medicaid
Ask your health plan for help locating an available in-network ABA provider and coordinating continuity of care. Request written information about any denial, reduction, appeal, or grievance options that apply to your situation. AHCA directs families experiencing difficulty receiving behavior analysis services to the Medicaid helpline at 1-877-254-1055.
